Resizing the windows to show the upper part

In windows, I like to have the start bar on the upper side. In this way, the clock and the calendar will the in the top right corner, easier to be checked.

But sometimes I have noticed that the windows where the programs go do not open correctly: the upper part is behind the start bar and I cannot have the option to resume or to close the windows.

In Windows 7, this has an easy solution. If you change the width of the windows (only the width, not the height), the resized window will check where the start bar is and it will be moved under the start bar, allow you to see the upper part of the window.
